How does this work? I believe this was introduced with the latest build, but I always get "No portfolio returns for the last <period>" or if I select  selection 12 months or less.

If I select last 12 Quarters or Last 12 Yrs, I get a graph that is pegged at 0 and "return for period  0.00%

Is this a bug

To have this graph display, you need to have your prior monthly/quarterly/annual performance stored under the Performance Menu | Portfolio Performance Returns feature.  Refer to the help button with this function for tips on creating.  We also offer a video tutorial on our site you might find helpful:
